Why limits vary by county

Under HERA, FHFA publishes two statutory one-unit baselines. The standard baseline ($832,750) applies to the contiguous states, the District of Columbia, and Puerto Rico. In those standard-baseline jurisdictions, counties whose FHFA-measured area median home value exceeds the applicable threshold receive a higher “high-cost” area limit calculated under the HERA high-cost formula, subject to the HERA statutory ceiling.

Alaska, Hawaii, Guam, and the US Virgin Islands use separate statutory baseline and ceiling provisions ($1,249,125 baseline in the 2026 dataset). Those jurisdictions do not use the standard-baseline ceiling rule, so for any specific county or equivalent in Alaska, Hawaii, Guam, or the US Virgin Islands, use the actual official row above rather than a general percentage of the standard baseline.
